World Bank Names Nigeria’s Ibrahim Pam Acting CAO Head
Jos Afrik24 – In a major leadership transition, the Boards of the World Bank Group have designated Nigerian international lawyer Ibrahim James Pam as the acting Director General of the Compliance Advisor Ombudsman (CAO).
According to a statement issued by CAO Head of Communications Emily Horgan, Pam, who currently serves as Chair of the Inspection Panel, will officially assume his dual leadership role on August 2, 2026.
He will remain in the position until a permanent World Bank Group Independent Accountability Mechanism Director General and Vice President is officially appointed.
Established in 1999, the CAO serves as the independent accountability body for projects backed by the International Finance Corporation and the Multilateral Investment Guarantee Agency, reporting directly to their respective boards.
For over two decades, the agency has focused on addressing the environmental and social concerns of communities impacted by World Bank Group operations while promoting institutional transparency.
Pam steps into the elevated role with extensive global experience across criminal investigation, anti-corruption, human rights, and compliance, our correspondent reports.
Since joining the World Bank Inspection Panel in January 2023, he has held several high-level international appointments, report said.
His previous positions include serving as ad interim Head of the Independent Redress Mechanism and Head of the Independent Integrity Unit at the Green Climate Fund in South Korea.
He has also worked as a resident investigator for the United Nations Mission in South Sudan, served in the Integrity and Anti-Corruption Department at the African Development Bank, and held key roles within the Office of the Prosecutor at the International Criminal Court in The Hague.
An alumnus of the University of Jos, Pam began his career in private legal practice and the banking sector before joining Nigeria’s Independent Corrupt Practices and Other Related Offences Commission (ICPC).
He later earned a master’s degree in International Law and Justice Policy from the London School of Economics as a Chevening Scholar.
Earlier in his career, he provided specialized legal counsel to Nigeria’s landmark Human Rights Violations Investigation Commission, commonly known as the Oputa Panel.
The son of the late Lt. Col. James Pam, a former Adjutant General of the Nigerian Army, and human rights advocate Ngo Elizabeth Pam, Ibrahim Pam brings decades of multi-jurisdictional quasi-judicial expertise to his temporary oversight of the CAO.
